01 What is stored

does not send a request to any third party. That is not only a promise in the text: the restriction is
enforced on the server by a content security policy (default-src 'self') which simply does not
let the page reach an outside host. There is no traffic counter, no advertising pixel and no embedded
third-party widget on this site.
Everything above is either technically necessary for the site to work or a preference you set yourself. Your answer to the banner is kept in your own browser and is never sent to the server.
02 Your choice, and how to change it
On your first visit the site shows a banner with two equal buttons — Accept and Necessary only — and links to this document and to the privacy policy. Nothing is ticked in advance; the banner cannot be dismissed without an answer the first time, but you can read and use the site without answering. Consent you cannot withhold is not consent, so access to the site does not depend on your answer.
What each button means today. The necessary set works either way: the session cookie, your language and theme, and the record of the answer itself. There is nothing optional running on this site at present — so “Necessary only” switches nothing off, it forbids for the future: until you decide otherwise, no analytics will start here.
The answer is stored and is not asked again. You can change it at any time through the Cookie settings link in the footer of any page, or below the form on the sign-in page. The version of the list you agreed to is stored with the answer: if anything not listed above ever starts reaching your browser, the version changes and the question is asked again, including of people who already answered. Consent given to one list does not carry over to another.
03 Why this is in a legal document at all
Russian law has no separate statute on cookies. What it has is 152-FZ, and Roskomnadzor's position that an identifier which allows a particular device or person to be singled out is personal data. The practical consequence for a website is that trackers need a lawful basis, and that a supervisory check looks first at the banner, the counters and the third-party widgets.
Swarm's answer is to not have them. The values above are preferences stored in your own browser, never sent to the server; the session cookie exists so that a signed-in operator stays signed in and carries no advertising or analytics function. The banner is not decoration: it holds a working gate that any future counter has to ask before it loads, not after. Without such a gate the counter arrives before the consent — and that is the actual breach.
Recommendation technologies within the meaning of Article 10.2-2 of Federal Law 149-FZ are not used on this site: what is shown, and in what order, is the same for every visitor and does not depend on information about any particular person. The duty to disclose their use therefore does not apply here; if such a technology is ever introduced, the disclosure the law requires will appear with it.
04 Server logs
Separately from browser storage, the web server records the usual request line: IP address, time, page, user agent, response code. That is needed to keep the service running and to investigate abuse, it is covered by the privacy policy, and it is not used to build a profile of you. Logs are kept regardless of your answer to the banner: a server cannot be operated without them, and they require no consent.
05 How to refuse
For the optional part: the “Necessary only” button in the banner, or the “Cookie settings” link in the footer — you do not need to touch browser settings for that. To block storage entirely, use the browser's own “cookies and site data” section; its help page has the exact steps.
Three consequences are worth knowing: without the session cookie sign-in to the app cannot work at all; without the two preferences the site falls back to your browser's language and your system theme on every visit; and without the stored answer the banner will appear on every visit again.
